Nominees cannot select themselves, nor are they allowed to campaign for the award. The second phase for being inducted is an evaluation through research on twelve indicators. Not all indicators are treated equal and some of these characteristics include:

- Experience
- Honors/Awards
- Special licenses/Certifications
- Bar and/or professional activity
- Scholarly lectures and writings
- Educational and employment background
If, after the first two phases of evaluation, a candidate has earned enough points they are asked to serve on the Blue Ribbon Panel. It is on this panel that they will evaluate other candidates within their primary focus. After these evaluations are made, a select few ranging from small, medium, and large firms will be chosen for the award. They will either be selected as a Rising Star or as a Super Lawyer. If a candidate is under 40 years old (or their practice is under 10 years old) they are chosen as a Rising Star.
